I'm not using Time Warner (Verizon DSL) but have noticed quite a bit of lag today, myself.

Recently I've been noticing a blank space where the banner should be when I load a page, then it appears with a lag. It's not doing that currently however.

It's probably because their re-direct through the FBI servers is swamped with niggermaniac traffic, and it's bogging the system down.
